West Bengal Civil Defence Program

The activities of the Department of Civil Defence are spread in the sectors of
(1) Civil Defence,
(2) NCC,
(3) Home Guard &
(4) WBNVF

(1) Civil Defence

The organization of Civil Defence including WWCD and WBCEF plays an important role in rescue of human life by utilizing inflatable and FRP boats etc. during floods. Casualty Service (first aid) is also extended to the people in CD towns. The concept of Community Based Disaster Preparedness (CBDP) is to reduce disaster risk by adopting 6 components viz.
(i) Search and Rescue
(ii) First Aid
(iii) Shelter Management
(iv) Early Warning
(v) Water Rescue
(vi) Family Survival Kit
(vi) Child Survival Kit

Capacity Building training may also be imparted in disaster prone blocks. It consists of the following 6 components.
(i) First Aid
(ii) Shelter Management
(iii) Early Warning
(iv) Water Rescue with OBM and Boats
(v) High Rise Building Rescue

CCDTI is the single training institution which conducts training on various civil defence subject. CTI, Itahar is also imparting training to HG volunteers. Civil Defence is to play role in rescue of other disasters also. 4 Dy.Controllers assist controller of Civil Defence, Kolkata. DM are District Controller of Civil Defence and SDOs are Dy Controller of Civil Defence. Warden & Communication services are important.


(2) NCC

The organization of NCC is imparting training to approx. 84000 cadets to develop qualities of character, discipline, leadership, courage, secular outlook and spirit of adventure and sportsmanship among the school and college students.

(3) Home Guard

Approximate 18500 HG volunteers are assisting police to maintain law and order and guarding of govt properties and traffic control. Several welfare measures have been introduced for HG volunteers .BWHG : It is also discharging law & order duties mostly in border districts.

(4) NVF

Approx 12000 NVF volunteers are assisting police to maintain law and order and guarding of Government properties. Several Welfare measures have been introduced for them also. There are 4 training centres. Viz. Kalyani, Halisahar, Cooch Behar and Kurseong. 2 Biswakarma Battalions also exist at Durgapur & Kalyani to perform law & order / internal security duties independently.

Functions of the Civil Defence Department

The function of the Civil Defence Department is very much crucial to face any calamity to adequate preparedness with minimum possible time. The department has geared up its activities to enable Civil Defence organizations to be effective in mitigating the impact of distress.

  • Civil Defence Department during the current financial year has taken up massive programme for revamping of the Civil Defence set up and strengthening its different Wings for speedy implementation of public awareness and rescue programme. We have started constructing Civil Defence Resource Centre at four most disaster prone Blocks with perennial nature of disaster at Pursura in Hooghly, Mohonpur in Paschim Medinipur, Patashpur-I in Purba Medinipur and Basirhat-I in North 24 Parganas wherein our rescue teams, rescue equipments and workshop shall be in station with constant preparedness to fight any type of calamity.
  • During the year under review, we have set up two Multi Disciplinary Civil Defence Rescue Centers, one at Asansol with focus on industrial hazard and other at Siliguri with focus on flash flood and land slide, wherein a composite unit with rescue equipments shall be stationed to take care of any calamity.
  • The Foundation Stone of the Multi Disciplinary Civil Defence Resource Cebtre at Asansol was laid by Minister-in-Charge, Civil Defence, in presence of Minister-in-Charge, Law, and Mayor of Asansol Municipal Corporation, on the 4th February, 2012. Foundation Stone for the Multi Diciplinary Resource Centre at Nakxalbari under Siliguri Sub-Division was unveiled by the Hon'ble Chief Minister, Mamata Banerjee on the 10th February, 2012 at Kanchanjangha Stadium, Siliguri.
  • During 2012-13, we are planning to further strengthen our rescue work by constructing Civil Defence Resource Centre at Boishnabnagar in Malda, Tufanganj in Coochbehar, Sabang in Paschim Medinipur , Udaynarayanpur in Howrah and we have planned to set up Quick Response Team in all District Head Quarters for immediately attending any calamity in the District.
  • The District set up will also be strengthened with modern rescue equipments purchased recently to take care of any unforeseen situation. In Purba Medinipur , we have planned to set up one Multi Disciplinary Civil Defence Rescue Centre in Haldia to combat any natural calamity and augment our training facility with modern equipments, workshop and ancillary activities with focus upon public utility.
  • The Districts will henceforth not depend upon Kolkata for any supply in respect of Speed Boat, equipment etc. But the Multi Disciplinary Civil Defence Rescue Centre can cater to the needs of the nearby Disticts with the purpose to shorten the time limit in the matter of rescue.
  • The Department through the Director of Civil Defence , West Bengal has fully utilized the allotment of Rs. 5.21 Crore 10 District of West Bengal were identified as Multi Hazard District under this Scheme i.e. Darjeeling , Jalpaiguri, Murshidabad, Birbhum. Burdwan, Hooghly, Howrah, Paschim Medinipur, Purba Medinipur and Kolkata. They are all being provided with modern Rescue Equipments like Bullet Chain Saw for wood cutting , circular Saws for metal & concrete cutting , Telescopic 40 ft aluminum latter, hydraulic jacks , come langs, Rotary Hammer drill,Power Ascenders & Decenders, Rope stretchers, Tandum & singli pulleys, scarcheams, CBRN Masbs with carbon composite cylinders, 1 Fire Entry Suits etc. Those equipments are all of the world's leading manufacturer of Rescue equipments.
  • To take Civil Defence to the greatest level, a drive has launched to enroll fresh volunteers on the scale of at least 10 volunteers per panchyat and 15 volunteers fer ward in all Municipal Towns. In Kolkata the target is minimum 50 volunteers per ward. In Kolkata Training of fresh volunteers ward wise has already started and 10 wards have already been covered.Training is presently going on continuasly in Kolkata and the Districts.
  • To speed up the Rescue Process in the Event of any Disaster the Civil Defence Directorate has equipped 4 rescue vehicle and 3 Ambulance, 2 Rescue Vehicle 1 Ambulance to be sanctioned at Kolkata to cover Kolkata , North & South 24 Parganas, Howrah, Hooghly , Nadia & Purba Medinipore . One rescue vehicle with one ambulance to be sanctioned at Asansol to cover Burdwan, Paschim Medinipore , Bankuara, Birbhum, Murshidabad & one rescue vehicle and ambulance at Siliguri to cover North Bengal . The Rescue Vehicle qwill have all the necessary rescue equipments permanently loaded in the compartments provided in the vehicle and will also have seating arrangement for 15-20 Rescue workers.

The names, addresses and telephone no. of all Specially trained Civil Defence Volunteers of all disaster prone Districts are being collected to utilize them as a First Response Team to ant disaster.

Revamping of Warden Service in Kolkata- To make Warden Service effective to the public, there will be at least 50 suitable persons (30 male & 20 female) from each ward for extending specialized Civil Defence training so that these trained Volunteers can stand by the people in times of any disaster.


As the Civil Defence Volunteers are the essence of Civil Defence Organisations it is under active consideration of this Department that the Civil Defence Volunteers may be provided with insurance coverage for treatment of injury sustained and or death or accidental benefit while on duty.

Siren system of Civil Defence Department remained inactive.for several years. Activation of siren system in 31 locations of Kolkata, Districts and the destination points at the Blocks to be installed in phased manner. Such initiative will be much beneficial to the people in times of any emergency and especially in war situation. 45 Civil Defence Resource Centres in 105 disasters prone Blocks of this state have been decided to be established in phased manner.
Joint exercise of Civil Defence Volunteers with Fire Services Department have been undertaken for 8 batches of 7 days duration comprising 30 members
